So What Exactly is an ‘Assistant Engineer’?

What is this?

The concept of an engineer assistant was not invented for the yachting industry, but was adapted from merchant marine practice. An Assistant Engineer is a person on board a yacht who, although not holding a certificate of responsibility for the operation and maintenance of the installation, has sufficient knowledge to be of use to the Chief Engineer in many routine operations such as changing filters, transferring fluids , performing routine maintenance work, starting and stopping machines. It is also assumed that if something were to happen to the chief engineer, the assistant would have enough knowledge to get the yacht safely back to port.

It is important to remember that this role is only for yachts operating an unmanned engine room (UMS): vessels requiring a traditional watch must have at least two STCW qualified engineers. The person holding this position does not have to be someone who actually works full-time in the engineering department, it could be a deckhand, a mate or someone from another department. Deck applicants, however, note that in their case the credited service will not be credited at the full rate, but will be split equally between deck and engineering services.

Why did MCA introduce this role?

The MCA felt that there was a need to strengthen the engineering department on smaller yachts, and it was also recognized that on larger yachts, with UMS operating on shore excursions, the second engineer was not fully engaged and could safely be replaced by an assistant engineer.

The use of Assistant Engineer in these positions opens up a pathway allowing AEC and MEOL(Y) holders (see below) to gain useful experience on large yachts en route to the Y4 qualification.

As the Assistant Engineer may have a dual role, a by-product of this change is a reduction in salary while maintaining an acceptable level of engineering expertise on board. This is especially important for smaller yachts where no increase in actual numbers is required, but increased engineering expertise.

What qualifications do you need to be one?

Those who have been required by the MCA to be an Assistant Engineer will know that there is no specific qualification required for the role! This is because LY2 is relatively new and MGN 156, which usually contains this information, is too old. By calling the MCA you can find out that actually approved engine heading and MEOL (Y) are the two key requirements depending on the yacht’s engine power and where she wants to go. Obviously, general merchant fleet service qualification is also accepted,

I have suggested to MCA that the approved engine course be renamed as Assistant Engineer Course because the existing name does not adequately describe the content of the course, which is not only about engines. Keeping the initials the same will save me from having to reprint our ads! The table below provides guidance on what qualifications an Assistant Engineer may need in different circumstances. Always keep in mind that these tables in LY2 and in MGN were not given by the chief examiner on marble tablets like Moses on Mt. This is often misunderstood by senior crew and managers; they are GUIDELINES and may be varied, relaxed or tightened in certain circumstances. A good example of this has already been mentioned: a yacht that requires a permanently manned engine room will not be allowed to operate with an assistant engineer, regardless of what is written on charts like the one below.

The master of the yacht, not the chief examiner, is responsible for the safe manning of the vessel, so if he or she is in doubt, they should seek advice from the MCA’s Mariner Training and Certification Department.

This table is an assimilation of LY2 and the current interpretation of the engineering staffing rules. Note that this only applies to vessels where the engine room is UMS based.
